Theme VII Accessible call toilets 7*24 hours

The basis for this page is the lack of compliance with the following provisions:

§3 of the European Convention on Human Rights, degrading treatment,
Basic Law (GG) §1, Dignity is inviolable and
GG §2, Right to physical integrity.

These are not observed with regard to the accessibility of public toilets 7 * 24 hours.

A comprehensive description is challenging, as every city and municipality has its own history and specific requirements. Although there are numerous positive examples, it is very rare to find a fully accessible toilet with a lift and bench.
There is a significant lack of public toilets that are accessible around the clock in general. Although some apps such as "Nette Toilette" have made progress in this direction, most toilets are still available during certain opening hours. Although the installation of toilet blocks is supported in many cities and is increasing, the demand still exceeds the supply.
In addition to the efforts of the general public, many working people also lack adequate toilet facilities in public spaces. These include not only bus and tram drivers, but also refuse collectors, police and security staff, cleaners and many other professional groups. On closer inspection, it becomes clear that the need for toilets is more far-reaching than initially assumed.

While it is easier to find public toilets in city centers with stores, there is a lack of solutions for many other spaces, including parks and playgrounds. There is an urgent need to address this basic need for all citizens in all areas of public life for 7 * 24 hours.
Our homeless are an additional challenge. These people are also entitled to a decent toilet facility.
Another point is, of course, economic efficiency. However, this problem is not addressed here, as there can only be individual solutions on site. But the problem of soiling remains and also causes costs. Furthermore, the use of public spaces as toilets is penalized.

Hired mobile toilet facilities are provided at many events. Some are also barrier-free, but usually not in accordance with DIN 18040. Such cars are also available with trailers. 

Furthermore, some police authorities have purchased their own four-wheel drive trucks for their emergency services, which are used, for example, for demonstrations or very long deployment times. This also ensures the safety of the uniforms.

Whether these cars drive a circuit through the city, possibly with a timetable, or are ordered via the telephone number, or both, is left to the respective cities. The aim is to offer toilets 7 * 24 hours a day.

The cars should be accessible nationwide via the telephone number 1192 ( 92 = WC on the keypad).

Two different cars can be provided, depending on requirements:

1. One car with a barrier-free call toilet in accordance with DIN 18040,
2. additional cars with normal toilets, each with a washbasin.

Here is a not quite complete description of the requirements for the required:

a. Cars:

1. Base cars can be a small truck without body approx. 3.5 or 5.5 to total weight,
2. an electric drive should have priority,
3. Electric lifting supports from the driver's seat for horizontal leveling,
4. Lifting platform for barrier-free access to the toilet, without slope,
5. reversing camera, front sensors, automatic parking system,
6. Navigation system with voice control and destination transmission,
7. radio intercom system,

and the

b. Equipment of the superstructures:

1. DIN 18040 is the basis for the equipment,
2. WC emergency call system,
3. If necessary, a unisex toilet with washbasin can also be installed,
4. Air conditioning with dehumidification,
5. Roof awning on the lifting platform and entrance to the toilets,
6. Large skylight without view with fly screen,
7. Dimmable lighting, without light pollution,
8. Solar system on the roof,
9. Automatic cleaning of toilets and washbasins if necessary,
10. Corresponding containers for water, hot and cold and waste water with very easy emptying and filling.

In my petitions, I also applied for a standardised national telephone number. (perhaps it can also become an EU-wide number later).

The part 11 is system-related, this regulates the local network, making the local network code superfluous. 

Part 92 is linked to the letters WC on the keypad. It is therefore easy to memorise this number. 

In view of the above-mentioned problems, the non-observance of human rights, corresponding petitions were submitted in all 16 federal states in Germany on 18.03.2024, including the nationwide number 1192. The texts have been adapted in accordance with the requirements.
